Attacks against Objects Indispensable to the Survival of the Civilian Population
Rule 54. Attacking, destroying, removing or rendering useless objects indispensable to the survival of the civilian population is prohibited.Access for Humanitarian Relief to Civilians in Need

Rule 56. The parties to the conflict must ensure the freedom of movement of authorized humanitarian relief personnel essential to the exercise of their functions. In relation to the Palestinian people in Gaza, they have been an imagined population in which these people lead dehumanized, fearful, miserable lives.
Exposing targeted people to condition of miserable life is when the war belligerent treats all that what is humanitarian aid as military objective.
Dehumanization is when Palestinians in Gaza are treated below the level of being a human.
Eliminating NGO'sHumanitarian aid organizations operating in Gaza are labeled political organizations or movements only because they form a threat to a long standing desire to have the whole of Palestine as Israeli. Actually, NGO's contributing to the continuation of the implementation of UNWRA's mandate, which is to protect those who are registered refugees. That is an obstacle to the Israeli desire for a Greater Israel.
Eliminating NGO's is taking humanitarian aid from the Palestinians in Gaza and therefore a form of deliberately inflicting a condition upon other inflicted conditions of life.
