Complicity (aid or assistance) is a form of knowing involvement of one subject of international law in a breach of an international obligation attributable to another.
There are three basic requirements for establishment of the guilt of an accomplice:

A war crime or crime against humanity must have been committed;this requires proof that the underlying or predicate crime has been committed by another person.

The accomplice must have contributed in a material way to the crime: there must be a material act by which the accomplice actually contributes to the perpetration of the crime.

The accomplice must have intended that the crime be committed or have been reckless as to its commission .The accomplice's act must be carried out with intent and with knowledge of the perpetrator's act.
The responsibility of accomplices was recognized in the Statute of the International Military Tribunal:
"Leaders, organizers, instigators and accomplices participating in the formulation or execution of a common plan or conspiracy to commit any of the foregoing crimes are responsible for all acts performed by any persons in execution of such plan."

The conflict about Gaza is actually consecutive as it comes from the "question" about Palestine created in 1916 by the Briton Mark Sykes and the French Francoise Picot when both partitioned the remains of the collapsed Ottoman Empire. Another Briton, Arthur Balfour made it a real problem by declaring a year later, that a Jewish land was created.
Germany is an accomplice since 1933 when Ashkenazis struck the Haavara deal with the Nazis to have themselves migrated to British mandatory Palestine. It became a Zionist country in the 1950s.
The U.S. is complicit since Harry Truman recognized the renaming of British Mandatory Palestine on May 14, 1948, and eleven minutes after Zionist migrants drove the British out to launch series of massacres across the seized Palestinian land..
The British and the French became the roots of the Gaza problem when their Suez company, that controlled the strategic Suez Canal, was nationalized in 1956 by the then-president of Egypt, Gamal Abdel Nasser. The two countries wanted the canal back but were eager to start a war with Egypt. They had asked the Israelis for help who attacked Egypt by invading Gaza that year, to colonize it until 2005. Hamas was formed during the colonization.
\The European Commission is a political accomplice since it reached an association agreement with the Israelis in 1995.
